Briefing Book: Core Elements of Transitional Governments

The purpose of this briefing book is to provide an overview of the common core elements parties to a transitional political process address when establishing and implementing a post-conflict transitional government.  During political transitions following intrastate conflicts, parties sometimes establish temporary governing entities—transitional governments—to oversee transitional periods or implement peace agreements.

First Steps in Post-Conflict State Building: A UNDP-USAID Study

This report contributes to that understanding by focusing on two primary questions within a timeframe of the first 24 months after conflict cessation:

  • What state functions are most critical in the post-conflict setting?

  • How should these functions be prioritized and what is the best process for doing this?

The study will also take up two secondary questions:

  • When should nationals or internationals provide functions?

  • What are the main constraints to post-conflict state building?
